David will manage the land use and strategic planning components of the project. David has been a planner since 1980. With an MBA to supplement his planning qualifications David has a wide range of expertise and knowledge in projects involving policy formulation and implementation; development approvals; preparation of strategy plans; preparation of planning schemes and amendments; community consultation; representing clients at planning appeals and panel hearings; and preparing commercial, industrial and residential market assessments. In addition David has experience in Asia, preparing planning strategies, local structure plans, planning and development controls and conducting training programs. David is a strategic planning specialist and has managed some of the larger strategic planning studies undertaken throughout Victoria. These including the Geelong Western Wedge Study, Geelong Central Activity Areas Study (National RAPI Award Winner), Bulla General Plan (RAPI planning award honourable mention), Whittlesea General Plan, Cranbourne Lyndhurst and Hampton Park Strategy Plans, the Box Hill District Centre Study. David has considerable planning experience in relation to residential, town centre, industrial and rural planning, as well as in infrastructure funding and provision.
