This research project investigates opportunities for the inclusion of comprehensive built environment sustainability requirements into the planning and building legislative frameworks with emphasis on the planning system within Victoria. It also evaluates the use of two sustainability assessment tools: Moreland STEPS for residential development and Port Phillip’s Sustainable Design Scorecard for non-residential development

Using policy and development case studies, the project highlights the key challenges local Council’s are facing in encouraging the development of sustainable buildings. Amongst other things the report discusses the need for a consistent approach, what policies are appropriate and how they are implemented, the role of local government, and the relationships between planning and building legislation. This report is being used by the Municipal Association of Victoria, the Victorian State Government and Victorian Local Councils to start addressing the gaps in policy and practice.
